Under Secretary of Commerce for Industry and Security 

Alan F. Estevez received an undergraduate degree in political science from Rutgers University and received a Master of Science in national source strategy from the Industrial College of the Armed Forces at the National Defense University.   

He served 36 years at the Department of Defense, where he was most recently the Principal Deputy Under Secretary of Defense for Acquisition, Technology, and Logistics. Prior to that appointment, Estevez held several key positions in the Office of the Secretary of Defense, including as the Assistant Secretary of Defense for Logistics and Material Readiness. 

In the private sector, Estevez served as a national security strategy and logistics executive with a consulting company, where he was involved in innovation, acquisition, contracting, logistics, and supply chain operations. 

He presently serves as Commerce Undersecretary leading the Bureau of Industry and Security.

Commerce Under Secretary Alan Estevez said that President Biden’s administration expects to complete a deal with allies in the near future that supports new U.S. rules curbing China’s access to sophisticated chipmaking tools. 

Last month, the Commerce Department published an updated set of export controls, including measures restricting Chinese access to U.S. chipmaking technology. The measures vastly expand the department’s reach in its efforts to slow Beijing’s technological and military advances. 

Although the plan has received negative feedback from key allies in Japan and the Netherlands, Under Secretary Estevez said, “We expect to have a deal in the near term. … We are looking at the whole gambit,” including chips as well as tools. 

The rule also cuts China off from certain semiconductor chips made anywhere in the world with U.S. equipment. Under Secretary Estevez said countries could receive carveouts from the U.S. rules if they implement similar restrictions at home.
